2021 marks the first year of the 14th Five-Year Plan period. How to ensure a strong start and a solid foundation is a critical juncture for Party committees and governments at all levels to plan strategically and continue their efforts. Closely aligning with the city’s actual conditions and focusing on effectively linking the consolidation of poverty alleviation achievements with rural revitalization, the Ankang Municipal Party Committee and Municipal Government have taken improving the quality and efficiency of new community factories as their entry point and the development of electronic wiring harnesses as their breakthrough. They have vigorously implemented the “Returning Swans Economy” to drive rural revitalization through industrial revitalization. Through in-depth research and scientific decision-making, the Ankang Municipal Government decided early this year to vigorously develop the electronic wiring harness industry and formulated and issued the “Implementation Opinions on Accelerating the Development of the Electronic Wiring Harness Industry.” This initiative has not only attracted “swans” to return home but has also brought industrial prosperity back to their hometowns.

With her heart set on her hometown and a deep affection for her native land, she had long been thinking about how she could return home to start a business and give back to the people of her hometown. In 2017, while on an investment promotion tour in Shenzhen, Zheng Hongdan—then Deputy Secretary of the Ningshan County Party Committee and County Governor—gave a detailed presentation on Ankang’s efforts to vigorously develop new community factories and warmly invited Kuang Qiaoying to return to Ankang for a site visit. This fulfilled Kuang Qiaoying’s own wish. After visiting several counties and districts, she ultimately chose to establish her business in the Ningxian County Enclave Economic Park, where she and her husband founded Shaanxi Xianlang Electronic Technology Co., Ltd. The company officially began production in March 2019 and primarily engages in the production, processing, and sales of hardware and electrical appliances, wires and cables, electronic products, electrical components, and plastic products. After more than two years of development, the company’s monthly revenue has now reached over 2.5 million yuan, providing employment for approximately 300 people. In 2019, it was recognized as an Outstanding Private Enterprise by Ningshan County and has since obtained relevant ISO international quality certifications and environmental impact assessment qualifications. Returning to her hometown to start a business, she spoke to me with a beaming smile: “ “Starting a business in my hometown has been made possible by an exceptionally favorable business environment. I’ve received ‘nanny-style’ support from government officials, which has made me feel deeply appreciated. At the same time, it has further strengthened my resolve to manage the company diligently, ensuring its healthy and sustainable growth, and continuously expanding and strengthening the business. Returning home to start this business has allowed me to be by my mother’s side. The hardships she endured in her youth are now being eased in her old age. I also hope to contribute my own modest part to the development of my hometown.”

In Ankang’s automotive wiring harness industry, his name is well known to everyone. He has earned numerous accolades: in 2020, he was named a “National Outstanding Migrant Worker,” and in 2021, he received the “Shaanxi Province May 1st Labor Medal” and was honored as an “Ankang City Model Worker for Industrial Project Development,” among other distinctions. His name is Dang Xinpeng, a native of Tanba Town, Hanbin District. In 2003, he left for Kunshan, Jiangsu Province, to find work. After a nearly 30-hour journey by long-distance train, he saw for the first time the legendary “land of fish and rice” in Jiangnan—a world apart from the barren mountain villages of his hometown. His first job was at a CD manufacturing plant—a technology-driven factory with semi-military management—where he was first exposed to the management models of advanced manufacturing. Two years later, by a stroke of luck, he joined a large Taiwanese-owned electronic wiring harness company as a draftsman, and from then on, he worked in this industry for nearly a decade. During those ten years—a period marked by the rapid development of China’s home appliance industry, which ultimately led to the widespread replacement of Japanese appliances—he came to understand firsthand that as household appliances such as computers, televisions, and washing machines were increasingly produced domestically, their costs dropped significantly, transforming them from luxury items into everyday household goods.

At the end of 2018, capitalizing on Ankang’s vigorous push to develop new community factories, he keenly recognized that electronic wiring harnesses have a very broad range of applications. They are characterized by a large market size, wide-ranging applications, rapid product updates, and a short supply chain, and are both technology-intensive and labor-intensive. They are used in everything from airplanes and high-speed trains to electric shavers and hair dryers, making them ideal for creating employment opportunities for the people of Ankang. He therefore planned to establish a new community factory to manufacture electronic wiring harnesses. During the process of setting up the new community factory, the company gradually grew from a 20-person workshop to a 180-person enterprise, established its headquarters in the industrial park, and expanded from one new community factory to three.

走进安康市汉滨区辉烨电子有限公司，在生产车间看到工人们忙忙碌碌的身影，现场呈现出一片繁忙景象。该公司创办人张善建，汉滨五里镇人。自2000年到2009年，一直在广东东莞东坑镇胜誉电子公司打工，长期在电子公司务工的经历，使他学习和积累了关键技术和管理经验，在外务工数载后回到家乡返乡创业，在家乡五里镇民力村成立了辉烨电子有限公司。该公司是一家专业从事设计、开发和生产高频变压器、电感、线圈、滤波器等电子磁性元件的高新技术企业，生产的产品应用于家用电器、新能源汽车、医疗等领域，主要远销美国、日本、加拿大、巴西等国家。于2018年在大河镇设立一家新社区工厂，并先后在谭坝镇、茨沟镇、五里镇四合社区建立新的加工点，目前就业人数达170余人。谈到如何使员工稳得住人留得住心，张善建有一套自己的“土方子”，并且在实施过程中收到了良好的效果。据介绍，公司新进员工第一个月最低保底工资2400元，加260元全勤奖及补助，最低可拿到2660。从第二个月开始，对工人工资进行40%的补贴，第三个月25%的补贴，第四个月10%的补贴，第五个月开始实行计件工资，多劳多得。此“土方子”见效不错，公司里的老员工比比皆是。

When asked why he returned to his hometown to start a business, Zhang Shanjian said, “Ankang raised me, and I’ve always wanted to contribute to my hometown. My decision to return and start a business received strong support from the relevant authorities. With a favorable business environment, an abundant labor force, and my desire to give back to my hometown, this venture became a reality.” Currently, the company’s annual output value has reached over 30 million yuan. According to Cheng Chuanli, a long-time employee of the company, she has been with the company since its inception and has witnessed its growth from its early stages to its current strength. The company has continuously expanded its production scale, upgraded its equipment, and strengthened employee training, providing her with an excellent platform for professional development. Working close to home allows her to care for her family while also realizing her personal value.
